Uganda, being landlocked, relies heavily on submarine cables landing in Mombasa and Dar es Salaam. To mitigate disruptions from aging undersea cables, telecom operators have developed new terrestrial routes. MTN Uganda completed a 1,000-kilometre terrestrial fiber network linking Kampala to Malaba, Kenya, with a 260-kilometre spur along the Malaba-Kampala railway line, connecting to subsea cable landing stations in Mombasa. This route enhances reliability and capacity, providing an alternative to older submarine cables and reducing the risk of Internet outages in the hinterland . Airtel Uganda is also exploring satellite connectivity via Starlink to complement terrestrial fiber networks .
Optical Time-Domain Reflectometers (OTDRs) are central to testing Uganda's fiber routes. OTDRs send high-power light pulses through the fiber and measure backscattered signals to detect faults, breaks, or high-loss connections.
